BCS Rules have evolved to improve the game as well as the safety of the players, through 15 years of playing the game and through our bi-annual Rules Committee Meetings. The following summarize the more-detailed points that will follow further down.
Fumbles result in a dead ball. Any blocking, flag guarding, or diving by the person with possession of the ball will result in a penalty.
Any rule discrepancies that are not league-specific rules will be reverted back to NFL rules.
Full Explanation of Beach City Sports Flag Football Rules
Note: Both Beach Flag Football & Turf Flag Football share almost all of the same rules as explained below. There are some minor differences between the two and are detailed in their respective sections below.
Team Roster, Team Composition & Substitutes
There is a maximum of 4 players that can overlap on two teams.
Substitutes/Substitutions
In case of an injury to a player (that cannot continue play) during the playoffs and a team has met the roster minimum requirements for a team, they are able to have a substitute player sub in and finish the game (as long as the team doesn't exceed 5 males or 3 females) All subs must be unranked and approved by the referee.
Duties of a Team Captain
It is the responsibility of the Captain to notify the BCS Office ahead of time if their team will be unable to field the minimum number of players for their scheduled game and needs to forfeit.
Forfeits
Forfeit fines will go into effect Spring 2026. Team Captains must notify the league (by emailing info@beachcitysports.com), at least 4 hours prior to the first scheduled league games for that day, to avoid being levied a forfeit fine. Failure to email the league 4 hours before games, will result in the Team Captain being fined $25, with the card on file.
Playing Field & Playing Equipment
Youth and/or Women's sized footballs - Size 7 - 10.75-inch length - will be permitted, if and only if, a Female is the QB on the play. At no other time will a Youth/Women's Football be permitted.
Game Duration
In Beach Football Leagues only, games that end regulation in a tie will go into overtime and are played college rules style, except during the Summer Season (See Overtime Section further down). The game will end after one overtime session. For all Playoff games, overtime will continue until the tie is broken.
Mercy Rule
If a team is leading by 40 or more points in the second half of the game, the game clock will automatically be reset to five minutes regardless of the game clock. (Captains may override this rule).
Overtime (If Necessary)
If a game enters into a 3rd Overtime period or later, teams will have one play from the Red Cone to score 2 points.
Injuries & Injury Protocols
If a player is bleeding, you must have the bleeding stopped and covered before you can return to the game. There are NO EXCEPTIONS to this rule.
Disqualifications & Disciplinary Parameters
All disciplinary decisions are voted on & enforced by the BCS Advisory Committee. We reserve the right to refuse service to anyone.
Scoring
Safeties are worth 2 points.
Offense
When the Offense crosses a Cone during a play, forward progress will be enforced and they will be spotted past the cone.
NEW STARTING FALL 2025 - ONSIDE KICK RULE
The Onside Kick is a live ball play. The clock will run on the snap, and the defense can use a blitz, if they have one available. The offense will be subjected to the Pitch rule, based on the game clock. If not inside the last 2 minutes, offense is limited to their single pitch per play. If within the last two minutes of the game, the offense can pitch the ball, unlimited times.
Halo Rule / Extended Halo Rule
LAST MAN STANDING RULE - If an Offensive player, with possession of the ball, who has a clear path to the endzone, and is prevented from scoring due to an illegal act committed by the Defense (such as holding, tripping, illegal contact, pushing a ball carrier out of bounds, etc.), will be awarded a Touchdown. The Clear Path starts at midfield (Blue Cone) and extends to the endzone.
The Spot of the Ball
Flag guarding, or diving, by the person with possession of the ball will result in a penalty.
Hiking the Football
If a snap is fumbled in your own end zone, it will be ruled a safety.
Passing & Intentional Grounding
Any illegal forward pass in the end zone will result in a safety.
QB Runs, Running Plays & Running with the Football
Jumping to avoid a flag pull & hurdling over an opponent is illegal! Guarding the flag will result in a 5-yard loss from the spot of the foul. Hurdling over an opponent is illegal and will result in a 5-yard loss from the spot of the foul.
Female First Downs
2.) A Male QB to Female Wide Receiver Completion OR Any completed pass that is quarterbacked by a Female
Laterals
The offense will be allowed to complete unlimited laterals BEHIND THE LINE OF SCRIMMAGE, as long as a Forward Pass has not yet been completed AND the ball has not crossed the line of scrimmage. Once the ball has been thrown forward or has gone past the line of scrimmage, teams are restricted to the single lateral on that play.
Punting (Optional)
The ball will be spotted behind the second cone, and will result in a change of possession to the opposing team. (Example: If the offense has yet to pass the first orange cone, a punt will place the ball beyond the blue cone, and will result in an ensuing First Down and Blue for the opposing team.)
Defense
LAST MAN STANDING RULE - If a Defensive player commits an illegal act (such as holding, tripping, illegal contact, pushing a ball carrier out of bounds, etc.) that prevents an offensive player from scoring, when that player had a clear path to the endzone, the Offense will be awarded a Touchdown. Such an act is an Unsporting Act, will be penalized as such on the ensuing play, and at the judgment of the referee, could result in the offending player who committed such act to be disqualified from the game.
Blitzing
On a play in which the Defense blitzes, and If the offense commits an Illegal Screen Block foul on that play, the defense will not be charged with one of their 3 blitzes.
Interceptions
All Extra Point conversions can also be intercepted and can result in a score of 2 points if the defensive player gets into his or her end zone.
Penalties (Defined) & Enforcement
NOTE: During certain enforcement situations, the Offense or Defense will be given the option to accept or decline the penalty yardage and replay the down.
Penalty Definitions
Roughing the Passer - Occurs when a defensive player, who is rushing the QB, runs into or knocks down the QB, touches the QBâs arm, impedes the QBâs throw or blocks the QBâs pass while the ball is still in the QBâs hand.
